The Office of the Chief Financial Officer (OCFO) is seeking to fill a Budget Analyst IV position within the Forecasting and Economic Analysis Division of the Office of Budget. The Budget Analyst IV is an advanced level professional that requires nominal direction and supervision and reports to the Director of the Forecasting and Economic Analysis Division. The mission of the Forecasting and Economic Analysis Division is to support the City’s budget and policymaking processes with forecasts, estimates, and analyses that ensure the City’s financial sustainability.

The key services provided by the Budget Analyst IV include, but are not limited to, leading the following activities: departmental revenue analysis, long-range financial projections, long-term obligation analysis, and financial strategy development and oversight.

MAJOR DUTIES AND RESPONSIBILITIES (Illustrative)

The Budget Analyst IV performs a full range of budget functions including but not limited to:

  • Oversees work assignments of other professional staff within the division;
  • Researches, collects data, and prepares complex analyses, reports, and presentations;
  • Identifies trends and develops forecasts;
  • Prepares recommendations for management;
  • Uses enterprise resource planning systems, spreadsheets, financial models, and other tools to analyze financial and operational data;
  • Collaborates with other OCFO personnel, City Agencies, and external organizations;
  • Develops, implements, and monitors multi-year operating and capital plans, reserve forecasts, and long range financial strategies; monitors implementation;
  • Develops, implements, monitors, and ensures compliance of financial and operational performance measures;
  • Collects, reviews, analyses, interprets, evaluates and develops proposed policies, budgets, financial statements, and/or other financial data;
  • Researches, investigates, and benchmarks financial and/or management practices of related organizations or industries;
  • Evaluates periodic financial performance against the plan, prior year, and forecast;
  • Identifies and advises on budget overruns, revenue shortfalls, and other financial problems; recommends options and solutions; works with management to resolve problems;
  • Evaluates implication of budget proposals; Identifies alternatives; Presents the most advantageous budget option;
  • Reviews operating budgets to analyze trends affecting budget needs;
  • Prepares, reviews, and analyzes Capital Improvement Project (CIP) budgets;
  • Prepares monthly, quarterly, annual, and ad-hoc financial analyses and reports; Provides information to management as requested;
  • Performs cost-benefit analyses to compare operating programs and policies, review financial requests, or explore alternative financing methods; and
  • Performs special projects and other duties as assigned.

MINIMUM QUALIFICATIONS

Education
Bachelor’s degree from an accredited college or university, with major course of work in accounting, finance, business administration, statistics, or a closely related field. Such education must include at least twenty-four (24) semester (36 terms) credits in coursework of accounting, business administration, statistics, finance, economics, or a closely related field.

Experience
Four (4) years of professional experience in researching, collecting data, preparing complex analyses, reports and presentations on subject matter related to this position. Budget Analyst IV must demonstrate proficiency with integrated word processing and spreadsheet functions. Candidates with strong analytic, quantitative, organization, and communication skills are preferred.

License / Certificates
There may be a requirement for some positions to have or be working on achieving a Certified Government Financial Manager (CGFM) and/or Certified Public Finance Officer (CPFO) certification.

Equivalency
Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

WRITTEN TEST REQUIREMENTS

Applicants may be required to illustrate proficiency in the use of software packages such as the Microsoft Office Suite including Word and Excel. Applicants may be required to take written tests or work simulations to illustrate proficiency in other skill sets as may be determined based on the duties and responsibilities to be performed. These written tests might include mathematical skills and writing skills, including grammar and reading comprehension.
