River Forest IL (pop. 11,172) Progressive, historic community with beautiful neighborhoods and a vibrant commercial district, seeks candidates with strong technical skills and a collaborative, innovative management and leadership style for its next Director of Finance. Home to Concordia University and Dominican University, River Forest is a highly desirable community in which to live and work. River Forest is located adjacent to Oak Park and 11 miles west of Chicago’s loop in Cook County.
River Forest is a AAA rated, non-home rule community in excellent financial condition. The total budget is $29 million with the Village’s available reserves currently are at 40% of the General Fund expenditures. The Capital Equipment Replacement Fund is fully funded and the Capital Improvement Program has a dedicated revenue source. The Water and Sewer Fund has approximately $1.5 million in reserves. For the last several years, the Village has focused on financial sustainability including its pension funds. The Village currently has several exciting economic development projects on the horizon including establishing an additional Tax Increment Financing District.
The Finance Director is appointed by the Village President with the advice and consent of the Village Board. The Director reports to the Village Administrator on a day to day basis. The elected officials highly value the work of the Administrator and the department heads. The current Finance Director is retiring after a long career in public finance, including the last 9 years in River Forest. The Director is supported by an Assistant Finance Director and four additional full-time employees who handle the Village’s customer service, accounts payable, payroll and benefits and utility billing. The Village has also focused on cross training and interdepartmental sharing of various duties.
- The Village’s next Finance Director will be an integral part of the executive management team, participating in key decisions regarding budget development and administration, economic development, capital planning, long- and short-term revenue and expenditure strategies, and all policies affecting the overall fiscal health of the Village.
- The Finance Director is a hands-on position, providing technical as well as strategic guidance with the ability to discuss complex financial concepts and strategies in a manner that can be readily understood by individuals with and without municipal finance backgrounds.
- The Finance Director must maintain a forward-looking perspective, constantly scanning the horizon in efforts to anticipate future problems and work toward developing potential solutions.
- The Finance Director leads a professional team and encourages staff growth and development by offering learning and professional development opportunities and providing coaching and feedback.
Candidates must have a bachelor’s degree in accounting, finance, public policy, business administration or related field. A CPA or Certified Public Finance Officer designation or master’s degree is highly desirable. Candidates must have 5-7 years increasingly responsible experience in executive-level financial administration, a portion of which is in the public sector. Residency in River Forest is not required.
