SUPERVISES: Finance Dept. staff

Summary:

Performs highly responsible management and administrative work directing and coordinating the varied functions of the Township’s Finance Department. Work involves administering the central accounting system and the data processing functions of the Township. Work is reviewed through written reports, for the attainment of goals and objectives, and adherence to established policies and procedures. Work is performed under the executive direction of the Township Administrator.

Essential Duties and Responsibilities:

  • Plans, evaluates and directs departmental policies, programs and operations related to the financial and budgetary activities of the Township government, including accounts payable, accounts payable and payroll.
  • Works closely with the Supervisor, Clerk and Treasurer to advise and support them with their finance and accounting related tasks. Directs the financial operations of the Township by an established central accounting system within commonly accepted governmental accounting principles.
  • Prepares financial statements and cost reports as requested by the Board.
  • Directs the audit.
  • Supervises the data processing functions to ensure that required programming is in place and that necessary records and reports are produced in a timely manner.
  • Serves as financial advisor to the Township Board and management.
  • Process improvement: Reviews and improves finance related processes including implementing automation and auto payment best practices.
  • Ensure all agreements/leases are billed and recorded (water tower leases, IT)
  • Budget:Supports the budget process by working closely with department heads throughout the year to understand their needs. Works closely with the Supervisor to set up the budget timeline. Gathers and organizes budget data. Prepares reports and documents for the Board. Provides training to the staff. Updates BS&A with approved budget numbers. Provides monthly budget to actual reports to the Board.
  • Capital assets: Tracks capital assets for the Township, including contributed capital from developers. Develops a procedure for this and implements the Fixed Asset module in BS&A. Develop and maintain a capital improvement plan.
  • Update the chart of accounts to comply with State of Michigan requirements.
  • Maintain debt policy.
  • Escrow accounts: Ensure escrow balances are correct and agreements are in place.
  • GASB 68/75 OPEB - Prepare Financial Note Schedule with deferred outflow/inflow and post valuation contributions. Ensure GASB 68 calculation is complete and book change in liability deferred inflow and deferred outflow.
  • Single Audit - Plan and manage the Single Audit process.
  • Grant management - Develop and oversee processes and procedures for grants, including ARPA, MEDC, MDNR, etc.
  • Reporting: Ensures that a month end close is done and that timely reports are prepared and presented to the Board. This includes making sure that interest gets posted, and that bank accounts are reconciled.
  • Meets attendance requirements.
  • Promotes a consumer-friendly environment within the department.

Marginal Duties and Responsibilities include the following. Other duties may be assigned.

  • Represents the Township and/or the department by preparing and presenting information to Township boards, clubs, civic groups and in other forums. Provides technical and policy support. Shift: N/A Supervisory Responsibilities: The Finance Director oversees the activities of the finance staff. Manages subordinate professional staff. Is responsible for overall direction and coordination. Carries out supervisory responsibilities in accordance with the Township’s policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and evaluating work products.

Education and/or Experience: Bachelor’s degree in Accounting, Public Finance or a closely related field; supplemented by four (4) to six (6) years of extensive, progressively responsible experience in a municipal financial administrative position in a similarly sized agency; or an equivalent combination of training and/or experience. A C.P.A. designation is a plus.

  • Ability to supervise maintenance of complex administrative records and prepare reports. Ability to maintain satisfactory working relationships with employees, government, officials, private organizations, and the general public.
  • Ability to supervise professional and clerical staff, including assignment of work and review of same.
  • Ability to be effective in written and oral communication in contacts with local, state and federal officials and the general public.
