The Michigan Government Finance Officers Association is proud to offer an advanced session in the techniques for effective budgeting and forecasting. Attendees should expect to leave with “best practices” which should enhance the overall effectiveness of the entities budget development and management process.

Who Should Attend:

This course will be an advanced session: it is designed for persons who have had previous experience and knowledge of the budget process. Excellent for City  Managers, Finance Directors or Budget Analyst who want to learn more about new and effective budgeting techniques.

CPE Credits:

Each seminar qualifies for 8 CPE or 0.8 CEU credits. The CPE credits qualify for governmental accounting and auditing.

Agenda:

Registration begins at 8:30AM. The program starts at 9:00AM and ends at approximately 4:00PM. Lunch will be served midday.

8:30 - 9 am	Registration
9 - 9:10 am	Introduction
9:10 - 10 am	Characteristics of a Good Budget Denise Buckley, Associate, Plante Moran Brian Camiller, Partner, Plante Moran Overview of the most important budget practices, such as legal requirements of a budget, budget challenge, adopting financial policies, and items typically included in a good budget document and efficient budget process.
10 - 10:50 am	Budget Presentation Denise Buckley, Plante Moran Brian Camiller, Partner, Plante Moran Discussion of all of the stages of the budget process from preparing stakeholders to participate to evaluating and adjusting the process after it is finished.
10:50 - 11 am	Break
11 - 11:50 am	Capital Improvement Plan Development Julie Rudd, Director of Finance, City of Royal Oak Identify how to prepare an effective capital plan, including  process for identifying needs, determining appropriate service levels, and prioritizing projects. Also covered will be how to communicate effectively with operations staff, determining appropriate funding mechanisms, and linking capital plans with overall organizational goals, master plans, and community priorities.
12 - 1 pm	Lunch
1 - 1:50 pm	Effective Budget Presentation / Transparency Julie Rudd, Director of Finance, City of Royal Oak Communication is key to a successful budget process. Provide practical guidance related to communicating budgetary data to staff, elected officials, citizens or interested groups.

2 - 2:50 pm	Budget Monitoring and Administration Wendy Trumbull, Finance and Budget Director, Canton Township Discussion of budget monitoring and follow-up, reporting and amending the budget.
2:50 - 3 pm	Break
3 - 3:50 pm	Long-Term Financial Planning - Financial Forecasting Wendy Trumbull, Finance and Budget Director, Canton Township Discuss the benefits of forecasting, how to effectively prepare and present a forecast, and monitoring the forecast.

The registration fee includes instructions, printed materials, refreshments and lunch. Registration is limited, so please register early to reserve your spot.

Class size is sometimes limited. Pre-registration is required so we can notify registrants if unforeseen circumstances require us to cancel or reschedule a course. Please register early.

Confirmations of registrations are sent via email. Reservations made by mail, fax, or online, unless cancelled, will be considered a commitment to attend. No shows will be billed, since meeting and meal arrangements have to be made for all registrants.

Cancellation Policies:

Refunds will be made ONLY if MGFOA is notified by October 13, 2017. If you have registered and find that you cannot attend, you may transfer your registration to another person. Rates may vary based on membership status. Please notify MGFOA of this occurrence.
