Water Pollution Control Division Manager
Exempt

Salary: $80,000-86,500

GENERAL STATEMENT OF DUTIES: Operator in charge of overall management and

supervision of the Water Pollution Control Facilities, which include a wastewater treatment plant (WWTP) and nine remote pump stations. Also responsible for the deep tunnel interceptor and the force mains from Third Avenue Pump Station to the WWTP. Plans, staffs, directs, and controls administration of the operation and maintenance of the WPC Facilities. Oversees the

Environmental Compliance Unit (ECU) Laboratory and Industrial Pre-treatment Program (IPP) operations. Performs related work as required.

SUPERVISION RECEIVED: Works under the general supervision of the Deputy Director and/or administrator who reviews work and gives direction.

SUPERVISION EXERCISED: Exercises full supervision over all employees of the Water Pollution Control Division engaged in all phases of the operation and maintenance of the facilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Plans, staffs, directs, controls and administers the Operations activities of the Water Pollution Control Division, including process control and manpower scheduling and training.
  2. Plans, staffs, directs, controls and administers the mechanical and electrical maintenance activities of the Water Pollution Control Division, including Facilities equipment, buildings and grounds.
  3. Coordinates the plant facilities maintenance and repair program, and the installation of equipment with plant operating schedules.
  4. Plans, staffs, directs, controls and administers the ECU and IPP activities of the Water Pollution Control Division.
  5. Approves required Sewer User discharge and other permits and enforcement actions.
  6. Consults with Federal, State, Local and industrial/commercial agencies and representatives regarding IPP and other NPDES permit required programs.
  7. Responsible for financial management involving Water Pollution Control, including payroll approvals, annual budget preparation, periodic budgetary review, approval of all expenditures and requisitions, capital spending, bid reviews, and Council resolution requests.
  8. Verifies accuracy of and submits payroll. Prepares and submits Division calendar and develops work and vacation schedules.
  9. Responsible for directing the planning and engineering of treatment processes and all WPC improvements, including contract compliance and ordinance drafts and modifications.
  10. Responsible for directing preparation, review, and approval of all reports and documents required by the State of Michigan and EPA, including monthly discharge monitoring, Annual Biosolids, IPP reports and procedures, local limits, air emissions, Risk Management Plan, Asset Management Plan, and other required reporting.
  11. Planning, implementation and evaluation of policies and actions relating to the Program of Effective Residuals Management.
  12. Confers with equipment manufacturers, engineers, sales representatives, and field technicians relative to the operation, maintenance, modification, or application of their equipment or products.
  13. Administers contract with Bioworks Energy for solids codigestion and biogas production, and coordinates with plant operations and maintenance.
  14. Formulates and implements Water Pollution Control Division work rules and standard operating policies. Assigns, transfers, disciplines and suspends employees. Discusses grievances with union officials. Responsible for public relations programs.

MINIMUM ENTRANCE REQUIREMENTS:

  1. Bachelor’s degree from an accredited college with specialization in ChemicalEngineering, Chemistry, Biology, Applied Science or Sanitary Engineering.
  2. Six (6) years of experience in a Class A or Class B wastewater treatment plant, four (4) years of which must have been in a supervisory position.
  3. Extensive experience in water pollution control work including the operation, care, maintenance of a water purification or water pollution control facility.
  4. Thorough knowledge of modern principles and practices of sewage purification and the operation, maintenance and repair of a sewage plant and its related equipment.
  5. Considerable knowledge of the relevant physical, chemical and biological processes and the ability to perform higher level mathematical calculations.
  6. Thorough knowledge of the principals of management and demonstrated ability to properly apply them.
  7. Ability to prepare high quality and detailed communications, including letters, memoranda, reports and records.
  8. Ability to deal tactfully and effectively with subordinates, coworkers, officials, agencies, and the general public.
  9. Ability to meet the physical, mental, and visual standards of the job.
  10. Ability and willingness to work in a manner that will not needlessly endanger the safety to one’s self, other persons and equipment.

NECESSARY SPECIAL REQUIREMENT:

  • Possession of a valid State of Michigan Class “A” Municipal Waste Water Treatment Plant Operator’s License (or its equivalent from another state). Applicants of whom do not have Michigan Class “A” Municipal Wastewater Operator License, but are licensed from another state, will have to obtain a Michigan Class “A” Municipal Wastewater Operator License within one (1) year of appointment.
  • Possession and maintenance of a valid Michigan driver’s license.

PHYSICAL DEMANDS:

The physical demands of this position includes but are not limited to occasionally working near moving mechanical parts and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, traffic, toxic or caustic chemicals, risk of electrical shock and vibration. The employee is occasionally required to stand, walk, use hands to finger, handle, feel or operate objects, tools or controls and reach with hands and arms. The employee is occasionally required to sit, climb or balance, stoop, kneel, crouch, or crawl, talk or hear and smell. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
